What I find repellantly fascinating (!) is that this survey report (of just 15 principal authority chiefg exec’s) talks about “local authorities”……and yet parish councils get not a single mention! Even though they are local in some 8,000+ rural & urban areas!

The other major omission is that there’s allsorts about council staff changing their “mindset” but no mention about training to assist!
